Shantell Isaac

Vice President, Coalition of Services Industries

Shantell Isaac joined the Coalition of Services Industries (CSI) as Vice President, where she helps lead CSI’s organizational, policy and strategy development, with a special focus in heading CSI’s work on financial services.

Previously at the American Council of Life Insurers (ACLI), Shantell was part of the dynamic international policy team, assisting in the development and implementation of global policy and advocacy strategies for the life insurance, reinsurance and pensions industries. At ACLI, Shantell led engagement with the Organisation for Economic Co-operation and Development (OECD), serving as member of the private sector advisory group to the formal U.S. Delegation. Shantell advocated on behalf of industry for the TiSA and TTIP trade negotiations to U.S. and foreign governmental agencies and organizations, as well as headed bilateral industry efforts in Turkey and the Middle East, North Africa region. Further, Shantell helped establish and lead ACLI’s work on innovation and technology in the insurance sector. Shantell’s portfolio and leadership was widespread, having also been the principal industry and organization representative to National Association of Insurance Commissioners (NAIC) International Fellows Program, the South Asian Insurance Regulators’ Forum, and also representative on various task forces and industry groups to the B20 and G20 forums.

Prior to her role at ACLI, Shantell was with the International Trade Administration at the U.S. Department of Commerce. There, Shantell was part of President Obama’s foreign direct investment (FDI) attraction initiative, SelectUSA, the first-ever federal office established for promoting inbound FDI. Shantell assisted in the development of global and bilateral strategic efforts to increase U.S. trade and investment ties.

Shantell has also held several research positions in academia over the past decade, assisting in research and publications on topics such as security correlations within international corporate investments, as well as initiating databases and research on outerspace commercial development.  

As a native of Arizona, Shantell completed her dual Bachelor’s degree with distinction in Economics and Political Science from Northern Arizona University, and earned her Master’s in U.S. Foreign Policy and International Economic Relations from the American University in Washington, DC. She is fluent in the Arabic language and currently serves as Co-Chair for the World Trade Organization (WTO) Section at the Women in International Trade (WIIT).
