Director, Federal Affairs, U.S. Coalition of Services Industries (CSI)

The Position

Based in Washington, DC, the Director of Federal Affairs is responsible for monitoring regulatory, legislative and policy developments relevant to services and financial services trade, drafting position papers, and assisting in the development of Administration and Capitol Hill strategy and advocacy for the association. The position will work closely with the CSI President and association member companies on Administration and Capitol Hill position papers, strategy and other activities. Responsibilities will include management of CSI’s Capitol Hill relations, including maintaining and cultivating relationships on behalf of the association with Congressional policymakers. He/she will also ensure that CSI is effectively and strategically involved on services trade issues as they pertain to the US legislative agenda.

For this role, we are seeking an accomplished individual with experience either working on or with Capitol Hill and background on international trade policy.  The successful candidate will possess a deep understanding of legislative process and have great interpersonal skill.

 The Candidate

The ideal candidate will be/have:

  • Have a minimum of 3-5 years of experience working on Capitol Hill or with legislative issues and/or trade policy. Experience with China or India Trade Policy is a plus
  • Strong research and analysis skills
  • Sound political judgement
  • Solid writing skills, particularly with respect to the drafting and editing of position papers, talking points, memos
  • Strong verbal presentation skills
  • Excellent management and organizational skills with the ability to deliver effective and innovative results

Today the U.S. Department of Commerce announced they are beginning a pilot program called "Digital Attaches." The role of digital attaches (members of the Foreign Commercial Service) is to promote U.S. digital commercial presence and provide support and assistance to U.S. businesses participating in the global economy.

Yesterday the 2016 President's Trade Policy Agenda was released. Here are some quick facts and highlights:

  • Services industries account for 2/3rds of U.S. GDP, provide 8 out of 10 jobs, and thirty percent of U.S. exports
  • In 2013, 4.2 million U.S. jobs were supported by exports to Trans-Pacific Partnership (TPP) countries
  • Enacting the TPP is a top priority for the Administration. The agreement provides services market access, free and open Internet, the free flow of data, transparency, and SOE disciplines. However, the agreement does not address forced localization requirements for financial services
  • The U.S. has nearly $1.1 trillion annual trade with the EU--the TTIP is an agreement which strives to strengthen this relationship and reduce barriers to exports for both parties
  • The agenda highlights the importance of achieving disciplines on data flows and investment in the TTIP but sets no timelines
  • It is noted that TiSA should be highly ambitious with disciplines on data flows, server localization and electronic payments. There is no mention of an accelerated negotiations

Yesterday the U.S. Department of Commerce and the European Commission released the U.S.-EU Privacy Shield text, an agreement which was established to provide companies with a "mechanism to comply with EU data protection requirements when transferring personal data from the European Union to the United States in support of transatlantic commerce."

In the beginning of the new year the TPP Coalition and the Trade Benefits America Coalition released statements voicing support for the Trans-Pacific Partnership (TPP).

The TPP negotiations ended in fall 2015, and the U.S. Congress is currently reviewing the agreement.

Today businesses worldwide released a joint statement urging WTO members to take action at the 10th Ministerial Conference in Nairobi this month. 25 business associations around the world called the WTO members to 1) "Speedily" ratify and implement the WTO Trade Facilitation Agreement 2) Conclude agreements on Informational Technology and Environmental Goods and 3) Finalize "low-hanging fruit" in the Doha Development Agenda and create time for reflection on the launch of negotiations on new issues.
