Today businesses worldwide released a joint statement urging WTO members to take action at the 10th Ministerial Conference in Nairobi this month. 25 business associations around the world called the WTO members to 1) "Speedily" ratify and implement the WTO Trade Facilitation Agreement 2) Conclude agreements on Informational Technology and Environmental Goods and 3) Finalize "low-hanging fruit" in the Doha Development Agenda and create time for reflection on the launch of negotiations on new issues.

Yesterday Peter Allgeier, President of CSI, testified in front of the House Committee on the Judiciary, Subcommittee on Courts, Intellectual Property, and the Internet on a hearing entitled "International Data Flows: Promoting Digital Trade in the 21st Century". You can view his full written testimony here.

Ambassador Allgeier's speech highlighted the positive impact the services revolution and the digital revolution have in the United States and around the world.

On October 30th a large group of associations from North America, Europe, and Asia, including CSI, sent a comment letter to the China Insurance Regulatory Commission (CIRC) in response to their request for comments re: the Regulations on the Informatization of Insurance Institutions ("Draft Informatization Regulations") affecting insurance institutions operating and/or engaging in business with China.

The comment letter encourages CIRC to revise the Informatization Regulations "to enable all insurance institutions operating in or doing business with China, or considering entry into China's insurance market, to choose secure and reliable informatization solutions from vendors anywhere in the world."

Today the Trans-Pacific Partnership (TPP) Trade Agreement was agreed upon by 12 countries, including the United States. CSI welcomes the conclusion of the agreement and commends the U.S. negotiating delegation under the leadership of Ambassador Michael Froman.

Yesterday 26 trade associations, including CSI, sent a letter to Representative Ryan, Representative Hatch, Representative Levin, and Representative Wyden urging them to pass the Trade Facilitation and Trade Enforcement Act (TFTEA).

This legislation would simplify and streamline the customs entry process, to benefit stakeholders, customers, and the government. For more details you can access the letter above.

Yesterday the Business Coalition for Transatlantic Trade (BCTT) sent a letter to the European Union (EU) Director General for Trade, Jean-Luc DeMarty, urging the progress of the Transatlantic Trade & Investment Partnership (TTIP) negotiations. The letter will also be delivered to U.S. Ambassador Michael Froman and EU Commissioner Cecilia Malmstrom who meet today for a TTIP "stocktaking."

On September 7, 2015 CSI joined with 13 other Asia-Pacific Economic Cooperation (APEC) services associations to launch the Asia-Pacific Services Coalition to promote the interests of services enterprises in the APEC region.

This is an extension of CSI's efforts to create a truly global coalition of services associations on behalf of trade and investment liberalization for services.


The Office of the U.S. Trade Representative (USTR) annually publishes the National Trade Estimate Report (NTE) on Foreign Trade Barriers. Therefor, USTR has placed a notice in the Federal Register requesting that interested persons submit comments to assist in identifying significant barriers to U.S. exports of goods, services, and U.S. foreign direct investment for inclusion in the NTE. The Trade Policy Staff Committee welcomes written comments to be submitted for USTR review by October 28, 2015.

Today CSI released a study revealing there is a security gap in U.S. infrastructure related to packages being sent to the United States. Packages sent via Posts did not have any required customs entries. It was also found that international postal carriers did not submit any advance electronic security data on packages entering the United States, while private carriers must submit the data beforehand. The information and communications technology sector (ITC) in the United States in concerned by recent Chinese policies which adversely affect their ability to do business in China.

CSI congratulates Congress on the passage of the Trade Priorities and Accountability Act, otherwise known as the Trade Promotion Authority (TPA). The TPA will allow the United States to engage actively in trade negotiations, with the full credibility of the Congress. Thanks to the action in the Senate today and the House last week, America’s trade negotiators have regained that credibility.
